Max Supply of 1 Billion increasing?

I'm assuming it's impossible unless they hard fork link tokens, but I can't find where that's written. Checked site, whitepaper, haven't found confirmation of this (yet).

Given that nobody here would invest in something that could easily be reissued out to the tune of another trillion or so, I'm sure there are some details handy. Where are they?
